Using TCF Canada for Alberta Graduate Entrepreneur Stream

NCLC 7 is mandatory in all four abilities

For NCLC 7, TCF Canada requires speaking 10, listening 458, reading 453, and writing 10. Each ability must reach its own threshold. Official results must be less than 2 years old when you submit the Entrepreneur Expression of Interest, or EOI.

NCLC 8 and 9 can increase language points

In the current language grid, NCLC 7 gives 5 points, NCLC 8 gives 12 points, and NCLC 9 or higher gives 15 points. NCLC 8 starts at speaking 12, listening 503, reading 499, and writing 12. NCLC 9 starts at speaking 14, listening 523, reading 524, and writing 14.

Alberta education and a valid PGWP

You need at least two years of full-time education resulting in a degree or diploma from an Alberta Advanced Education publicly funded post-secondary institution. Your IRCC-issued Post-Graduation Work Permit, or PGWP, must be valid when you submit the EOI. A language score cannot replace either condition.

Business type, 34% ownership, and partners

Your plan must establish a new business or buy an existing business in Alberta, with at least 34% ownership. The proposed type must be eligible, and business partners must be Canadian citizens or permanent residents. You are not required to establish the business until the Business Application is approved by AAIP.

You must operate the business in Alberta

The venture needs a physical place of business in Alberta. You must reside in Alberta and participate in day-to-day management as an active owner-operator. You may not operate or manage it remotely from another province, territory, or country. Viability, licensing, and economic-establishment rules still apply.

Experience is an optional ranking factor

Business management or ownership, incubator or accelerator experience, and qualifying entrepreneurship education are optional rather than mandatory core criteria, but they may increase EOI points. If Alberta education is also used as an experience equivalency, its duration must cover both claimed periods.

EOI, business approval, and nomination are separate

The Entrepreneur EOI is scored and ranked, and higher-ranking candidates may receive a Request to submit a Business Application. After ordinary new or acquired business approval, the process includes a Business Performance Agreement and at least 12 months of active operation before a Final Report for Nomination. Business Application Approval is not a nomination, and meeting NCLC 7 does not guarantee an invitation, nomination, or permanent residence.
