AAIP Business Plan and Qualified Service Provider Reports
The reports are different invited-stage evidence. A Business Plan Evaluation Report evaluates the business plan or venture plan. A Qualified Service Provider Report assesses net worth and business investment when the stream or AAIP request requires it. They are not interchangeable, and neither replaces the Business Application or live checklist.
Prepare reports after the request
The EOI comes first. Only candidates requested to submit a Business Application enter the provider-report stage. An EOI is not an application, and an EOI, minimum eligibility or prepared report does not guarantee a request, assessment or nomination.
Graduate Entrepreneur rule
The Graduate Entrepreneur Business Application requires a Business Plan Evaluation Report. A Qualified Service Provider Report assessing net worth and business investment is included only if requested by AAIP.
Foreign Graduate Entrepreneur rule
The Business Plan Evaluation Report is completed by an AAIP-approved Designated Agency. A Qualified Service Provider Report applies when the request to submit Business Application email requires a net-worth and business-investment assessment.
Rural Entrepreneur rule
The Rural Entrepreneur Business Application currently includes both a Business Plan Evaluation Report and a Qualified Service Provider Report that assesses net worth and business investment.
Keep five business documents separate
A Business Proposal Summary is a short proposal, a pitch deck is a presentation, and a complete business plan is the operating case. The Business Plan Evaluation Report evaluates that plan; the Qualified Service Provider Report evaluates finances. A Net Worth Worksheet supports the EOI and is not the independent Qualified Service Provider Report.
Use the same plan and consistent evidence
Where required, give the same copy of the business plan to the provider, agency or evaluator and AAIP. Reports, the plan, net-worth and investment records, and Business Application claims must remain consistent with the EOI. A report cannot rewrite a scored claim after the request.
Use current official providers and timing
Contact only a provider or agency accepted on the current official Alberta page, promptly after the request. The three pages currently say to submit the complete Business Application within 90 days of the request; follow the live page, your email and current instructions if they differ.
Provider, AAIP and IRCC decisions
A provider does not decide eligibility, assessment or nomination and cannot guarantee approval, a work permit or permanent residence. AAIP decides provincial assessment and nomination; IRCC decides federal status. For TCF in speaking/listening/reading/writing order: Graduate NCLC 7 = speaking 10, listening 458, reading 453, writing 10; Foreign Graduate NCLC 5 = speaking 6, listening 369, reading 375, writing 6; Rural NCLC 4 = speaking 4, listening 331, reading 342, writing 4. - Are the two provider reports the same?
- No. One evaluates the business plan; the other assesses net worth and business investment.
- When should I contact an evaluator?
- Promptly after the Business Application request, using the provider or agency accepted on the current Alberta page.
- Do all three streams require both reports?
- No. The financial report depends on the AAIP request for Graduate and Foreign Graduate; Rural currently requires both.
- Does the Net Worth Worksheet replace the financial report?
- No. The worksheet supports the EOI; the independent report belongs to the invited application stage.
- Can a report change my EOI claims?
- No. Reports and supporting records must remain consistent with the EOI claims.
- Does a provider report guarantee nomination?
- No. AAIP decides provincial assessment and nomination, while IRCC decides federal status.
