AAIP Entrepreneur EOI to Nomination Process
An AAIP Entrepreneur EOI is a scored and ranked expression of interest, not a Business Application, invitation, nomination, work permit, or permanent-residence approval. Only selected Graduate, Foreign Graduate, or Rural Entrepreneur candidates may move to the Business Application stage.
An EOI is not an application
Graduate Entrepreneur Stream, Foreign Graduate Entrepreneur Stream, and Rural Entrepreneur Stream use an online Entrepreneur EOI. AAIP scores and ranks submissions in a pool, and only selected candidates receive a request to submit a Business Application. Farm Stream uses a separate paper application and does not use Entrepreneur EOI.
Prepare stream-specific evidence before the EOI
Graduate Entrepreneur Stream requires a valid PGWP and qualifying Alberta education. Foreign Graduate Entrepreneur Stream requires a designated agency recommendation, business plan, and pitch deck. Rural Entrepreneur Stream requires a Community Support Letter and endorsed Business Proposal. Later evidence must support the EOI claims.
Language results must be valid at EOI
For NCLC 4, TCF Canada requires speaking 4, listening 331, reading 342, and writing 4. For NCLC 5, it requires speaking 6, listening 369, reading 375, and writing 6. For NCLC 7, it requires speaking 10, listening 458, reading 453, and writing 10. Rural requires NCLC 4, Foreign Graduate NCLC 5, and Graduate NCLC 7. Results must be less than 2 years old when the EOI is submitted.
An eligible EOI currently stays in the pool for 12 months
The current official pages place eligible EOIs in the qualified pool for 12 months. Being in the pool does not guarantee selection or a request to submit a Business Application. Candidates should confirm the live rule on Alberta.ca before acting.
The Business Application verifies the EOI
Business Application evidence must support and match the EOI. Eligibility and EOI points are verified during AAIP assessment, and discrepancies can affect the decision. Ordinary approval then leads to a Business Performance Agreement rather than an immediate nomination.
Approval and a support letter are not nomination
A Business Application Approval Letter is not a nomination. Foreign Graduate and Rural candidates ordinarily use a 205(a) Letter of Support to apply for a work permit, but the support letter does not guarantee a work permit; IRCC decides whether to issue it. Graduate candidates ordinarily already hold the qualifying PGWP at EOI.
Operate, report, nominate, then apply federally
The ordinary path requires residence in Alberta, active ownership and operation of the approved business for at least 12 months, and compliance with the Business Performance Agreement before the Final Report for Nomination. An EOI, Business Application approval, support letter, work permit, or provincial nomination does not guarantee permanent residence. IRCC makes the federal admissibility and permanent-residence decision.
