A complete AAIP business plan is not the same as a Business Proposal Summary, pitch deck, Business Plan Evaluation Report, or Qualified Service Provider Report. The official plan must support business viability, ownership, management, operations, staffing, investment, market risk, and regulatory readiness for the chosen stream.

Separate the four business documents

A Business Proposal Summary is a shorter stream summary. A pitch deck is a presentation of the venture. A Business Plan Evaluation Report evaluates the business plan. A Qualified Service Provider Report assesses net worth or investment when required. None replaces the complete live stream checklist.

Page length is guidance, not an approval test

The current guidelines encourage plain language, relevant data, and a body not exceeding 10 pages plus required appendices. The 10 pages guidance reflects a preference, and meeting it does not guarantee that the plan is complete or that an application will be approved.

Cover all eight official content areas

The eight areas are business overview; company and ownership structure; management structure; operations; staffing; investment; market analysis and risk management; and governing laws, regulations and licensing. Each claim needs research, realistic assumptions, and evidence.

Build the financial and evidence appendices

Appendices ordinarily cover an organizational chart, a hiring schedule for every new job, an investment breakdown with rationale, three-year pro forma financial statements including a balance sheet, cash flow, and income statement, monthly first year projections with assumption notes, the candidate resume, existing-business evidence when applicable, and franchise documents when applicable.

Outside help does not transfer responsibility

Outside help is allowed, but the candidate must conduct research and due diligence, remain actively engaged in preparation, be familiar with and understand the whole plan, and disclose every helper who assisted or was consulted. The business plan must be consistent with the EOI. When evaluation is required, the same copy must be evaluated and submitted with the Business Application.

Graduate uses a summary before the full plan

For Graduate Entrepreneur Stream, the EOI list may include a Business Proposal Summary. After a request to submit a Business Application, the candidate uses the full guidelines and submits the evaluated business plan and Business Plan Evaluation Report with the Business Application.

Foreign Graduate submits the plan at EOI

For Foreign Graduate Entrepreneur Stream, the EOI includes the business plan, pitch deck, and designated agency recommendation. After selection, the Business Plan Evaluation Report is obtained and submitted with the Business Application under the live stream instructions.

Rural starts with community-endorsed evidence

For Rural Entrepreneur Stream, obtain community support and an endorsed Business Proposal Summary before the EOI, then use the Business Plan Guidelines for the EOI business plan. After selection, the evaluated plan and Business Plan Evaluation Report go with the Business Application.

Language eligibility remains separate

For NCLC 4, TCF Canada requires speaking 4, listening 331, reading 342, and writing 4. For NCLC 5, it requires speaking 6, listening 369, reading 375, and writing 6. For NCLC 7, it requires speaking 10, listening 458, reading 453, and writing 10. Rural requires NCLC 4, Foreign Graduate NCLC 5, and Graduate NCLC 7; results must be less than 2 years old when the EOI is submitted. Farm Stream follows a separate farm business plan and paper-application process; it is outside this guide and is not covered by these Entrepreneur EOI stages. A strong business plan, evaluation report, EOI, or Business Application does not guarantee selection, approval, nomination, a work permit, or permanent residence.
