TCF Canada PNP language requirements by province (2026)
TCF Canada is an IRCC-approved French test, but there is no single provincial minimum. Official pages for Ontario, Alberta, BC, Saskatchewan, Manitoba, New Brunswick, Newfoundland and Labrador, PEI and Nova Scotia apply NCLC requirements differently by stream, TEER, EOI or Francophone priority.
Three rules that apply across the comparison
IRCC lists TCF Canada as an approved French test and uses NCLC for French ability. Check listening, reading, writing and speaking separately; a total score cannot replace one weak ability. For Express Entry, results must be less than two years old when you complete the profile and when you submit permanent residence. A PNP can add its own timing rule.
Quick comparison of nine provinces
Ontario Workforce Priority: generally CLB 6 in all four abilities for TEER 0–3, CLB 5 for listed skilled trades and CLB 4 for TEER 4–5; the former French-Speaking Skilled Worker stream is closed. Alberta Opportunity Stream: generally NCLC 5 for TEER 0–3, NCLC 4 for TEER 4–5, with an NCLC 7 exception for NOC 33102. BC PNP: generally CLB 4 for TEER 2–5; a test may not be mandatory at registration for TEER 0/1 but can support points or assessment. SINP: its CLB 4 row lists listening 331, reading 342, writing 4 and speaking 4; the target stream may require more.
Francophone pathways often use NCLC 5 or higher
Manitoba MPNP generally uses NCLC 4 for TEER 4/5, while other occupations or a French exploratory visit can require NCLC 5, 6 or 7. New Brunswick Francophone Priorities generally requires NCLC 5 in all four abilities: listening 369–397, reading 375–405, writing 6 and speaking 6. Newfoundland and Labrador generally uses NCLC 5 as a French-priority language reference, in addition to the chosen NLPNP stream rules.
PEI, Ontario and Nova Scotia need the stream context
PEI workforce pathways often use CLB/NCLC 4 as a starting point for some jobs, but EOI, employer, occupation and current sector priorities still matter. In Ontario, distinguish the current Workforce Priority route from the closed former French-Speaking Skilled Worker stream. Nova Scotia Express Entry generally separates NCLC 7 for TEER 0/1 (listening 458, reading 453, writing 10, speaking 10) from NCLC 5 for TEER 2/3. Meeting a language line does not guarantee an invitation, NOI or nomination.

Choose the province and exact stream first, then convert each score from the same TCF Canada report to NCLC. Confirm the test version is TCF Canada, not TCF Québec or another version.
