The Strategic Initiative Francophone Priorities guide lists TEF Canada and TCF Canada and directs candidates to the NCLC equivalency tables. Requirements must be met at both the expression of interest and complete application stages; a total score cannot replace a skill-by-skill check.

NCLC 5 is required in every skill

Listening, reading, writing, and speaking must each reach at least NCLC 5. The TCF Canada raw-score ranges are listening 369–397, reading 375–405, writing 6, and speaking 6. A stronger result in one skill cannot offset a result below the threshold in another.

Keep the result valid

New Brunswick's general candidate information normally requires a language report less than two years old when a complete application is submitted to Immigration New Brunswick. The federal permanent-residence application has its own validity check, so verify both submission dates.

Language is only one eligibility factor

The pathway also includes age 19 or older, intent to settle in New Brunswick, education, an eligible full-time non-seasonal job or offer, work experience, funds, and selection-factor points. An EOI or minimum NCLC result does not guarantee an ITA or nomination.
