TCF Canada and the Francophone Minority Communities Student Pilot
IRCC's Francophone Minority Communities Student Pilot requires NCLC 5 in French speaking, listening, reading, and writing. The TCF Canada minimums are speaking 6, listening 369, reading 375, and writing 6. You also need a letter of acceptance from a participating DLI, an eligible program, and proof of funds.
NCLC 5 in all four abilities
The FMCSP accepts TCF Canada and TEF Canada. For TCF Canada, NCLC 5 starts at speaking 6, listening 369, reading 375, and writing 6. IRCC assesses each ability separately, so one high result cannot offset another below the threshold.
Participating DLI and program rules
You need a letter of acceptance from a participating DLI that says you are applying under the pilot. The program must be post-secondary, full-time, at least 2 years, lead to a degree or diploma, and have more than half of its instruction in French. The DLI list and eligible semesters can change.
Eligibility and document limits
You must also meet the pilot's eligible-country rule, apply from outside Canada, and show tuition and living funds. A TCF result proves language only; it does not guarantee a study permit or a later immigration outcome.
Funds depend on the campus community
The living-funds amount depends on the population group of the community where the school's main campus is located, in addition to first-year tuition and travel costs. Use IRCC's current table instead of relying on an old amount.
Online application and no PAL/TAL
Apply online under IRCC's instructions and upload the TCF/TEF result and required documents. The pilot does not require a provincial or territorial attestation letter, but your visa office may request additional documents.
